If someone has never really played Zelda games before, is it worth starting with TLOZ 1 and Zelda II or would it be best to jump straight to A Link to the Past?
Just go with Link to the past. I had only ever played the first few minutes of OG Zelda and never touched Zelda 2 but I found Link to the past to be an amazing game! I didn’t grow up with the game either. My first playthrough of it was when I got my Super Nintendo mini when they was first released.
I’d also start with Link to the Past. It really solidified the Zelda formula until Breath of the Wild released and is easier to play than the NES originals.
The original Zelda can feel frustrating if you’re going in with no preparation. It’s just you, a sword, and an open world you can immediately go any direction in. No backstory, no sign posts hinting you to where to go, nothing. Although, you’ll appreciate not having to play through 6 hours of hand holding tutorials.

I’d recommend going with the SNES version of The Legend of Zelda: A Link to the Past for a first Zelda game.
